New York will follow California to phase out HFC refrigerants

　　【】United States: New York has announced that it will follow California to phase out the use of hydrofluorocarbon (HFCs) refrigerants in accordance with relevant regulations.

　　 New York State Governor Andrew M Cuomo announced yesterday that he is instructing the New York State Department of Environmental Protection (DEC) to adopt changes to the US SNAP regulations that the US Environmental Protection Agency abandoned in 2015 and 2016 under the Trump administration .

Governor Cuomo said, 'We are taking action to start phasing out the use of HFCs. I encourage other states to join New York and California to resist the use of dangerous HFCs.'

　　 The phase-out will be implemented from 2020 to 2024, and it is expected that HFC emissions will be reduced by more than 20% by 2030. DEC will solicit opinions on this proposal before formulating a formal rule, and intends to finalize this rule in 2019.

　　 New York can provide nearly 9 million US dollars in funding, including funding for municipalities to reduce refrigerant leakage, replacement or refurbishment of refrigeration, coolers or air-conditioning equipment with low GWP refrigerants, and installation of refrigerants Leak monitoring equipment, establish a monitoring and maintenance plan, establish an enhanced waste treatment plan to recover and recycle refrigerant; and adopt regulations or standards to encourage the use of refrigerant substitutes.
